This worked for me and I helped ~Top-Cap with this problem so I know this works...

For those trying to draw on websites like Tegaki E but are running on Windows 7 that came with Tablet PC/Flicks/Pen and Touch program.

First off.

In your Start button on the bottom left, type in Services in the Search. Click Services and scroll down to find Tablet PC Input Service. Right click and change it's Status to Stopped. Right click again and go to Properties. In the General tap look for "Startup type:", change it from Automatic to Disabled.

Next...

In your Start button go to Control Panel > Programs > Programs and Features > Turn Windows features on or off. Looks for the folder that says Tablet PC Components and uncheck it.

To make sure it's extra dead...

Go to Start button again and type in Pen and Touch in the Search. Select it and it'll take you to a little window. In Pen Options select Start Tablet PC Input Panel and uncheck Enable start Input Panel gesture. Try to uncheck as much as you can to disable it. Next click the Flicks tab, the source of all your troubles. Uncheck the Use flicks to perform...etc. Now it's as dead as possible.

Finally...

RESTART YOUR COMPUTER...

Everytime your computer starts up you have to go to Task Manager (Ctrl + Alt + Del) look in Processes and end wisptis.exe. Unless you want to download the tool "process blocker", this is the only way to end the rings.
THIS IS VERY IMPORTANT. TRY TO REMEMBER TO END WISPTIS.EXE.
